How to find a location for internet sweepstakes cafe?

I saw a internet cafe next to my home and i think of opening one. However most of the landlord will not allow these kind of business in their location. How do I find out which location is acceptable for internet sweepstakes cafe? I don't want to call every shopping center and rejected. If you have an expertise in this area, please let me know.
