Should pot growers, and smokers be regulated by the new EPA guidelines for CO2 emissions?

Legalize it so people don't need to use indoor growers and filtrates. let them grow it outside. This would reduce the carbon emission, reduce the dealer element that leads to harder drugs and bring the government revenue in the form of taxes.
