Can you give me some apartment hunting tips?

I've rented an apartment before,but I was in the Army at the time, so I really didn't have the expertise in bargain hunting when it comes to apartments. I want at least a two bedroom including including a washer and dryer. Is it practical looking for free electric? I know to ask the next door neighbors about the quality of the apartments, but what else can I look for to save money and still get a bargain apartment for the lowest price?
