Which country's police force is efficient, organised, planned, quick & reliable? China police or Indian police?

Which country's police is quick in catching a criminal, relied by citizens, organised structure, planned operations and modernizations? Indian police or Chinese police? How do local people call the police there? In USA they are called Cops, in India simply as Police. What about in China?
